Pre-commit review is the default. Review Board was developed with  
pre-commit in mind.
Just run post-review and it will generate a diff of your changes and post  
them.

It is. This is a new feature and will get cleaned up a bit before release.  
The plan
is to have a simple drop-down with some fields, much like the Hosting  
Service
settings, so you can just select gitweb or whatever and fill in one or  
two things.
