What's the URL of the page containing the problem?

What steps will reproduce the problem?
1. Create a review request with non-administrator account
2. Discard review request

What is the expected output? What do you see instead?
An administrator should see the Reopen for Review button when viewing the  
discarded request the same way as it works with submitted requests.


What operating system are you using? What browser?
Ubuntu 13.04, Firefox 21
