Broken images for all users without an Avatar if the default service is File

1. Set the default Avatar Service to File Upload
2. View the Users list
3. Any user w/o an avatar shows up as broken

To see the user list with a default avatar rather than a broken image

If the default avatar service is Gravatar the default avatar appears correctly
