but is a problem of mock repos configuration or mirrors ? 

from mock configuration [1] we got 
metalink=https://mirrors.fedoraproject.org/metalink?repo=fedora-cisco-openh264-40=x86_64

and is working ATM , anyway this repo is from Fedora not RPMFusion

mirrors are working but f38 is the one that got broken :)
