I think the correct way would have been opening a package wishlist issue on
https://github.com/rpmfusion-infra/fedy/issues/new/choose .
I think you'll need guidance (which I sadly can't offer) on the
"resistributability" field.
You will need a proprietary piece of software to even build this. From the
point of view of SoapySDRPLay3, it's OK to distribute the combined product
(SoapySDRPlay3 is MIT). I don't know under which terms it is OK from an RPM
fusion point of view to depend on a binary package for build (and in which part
– free, nonfree, tainted – of RPM fusion it's OK).
I have no idea what the SDRPLay API (which is really a shared library…) comes
with in terms of license.
