I found the mystery, kodi have the file noautobuild in the repo, which
mass-rebuild.py script respects. 

BTW the list of the packages with noautobuilds :
./free/kodi/noautobuild
./free/chromium-freeworld/noautobuild
./nonfree/xorg-x11-drv-nvidia/noautobuild

if kodi.spec, need update to use BR compat-ffmpeg4, I prefer that you
do it . 

BTW compat-ffmpeg4 is available now, note this package is just to use
for compatibility with older components, it is not intended to be used
by the others packages .

Maybe try a x86_64 scratch build first to see if kodi builds against 
ffmpeg-5.0.
