Any program flow or software spec for Rsync

Is there any software spec or program flow that I can get, which might

detect moved files

hey list!

i'm using super flexible file synchronizers (sffs) with windows for
years and now try to find something similar on linux.

rsync has quite the featureset that i like (still, i miss the
graphical interactivity, and unison doesn't quite match it), but one
feature is completely missing: detecting moved files.
from sffs' feature description: Detects Moved Files. If you
reorganized your folders by moving files to different locations, Super
Flexible File Synchronizer will detect this and quickly perform the
same moves, for example, on your laptop. No extraneous copying! - so
when you move files within the source, they won't get deleted and
copied again on the dest, but just moved within the dest.

is this feature planned (i didn't see it on the todo list at least)?

Overwrite the log-file in rsync3.0.5

 Hi, Could any one please let me know if there is anyway to overwrite the
 log-file if it already exists. I want /tmp/mylogs/myfile file to be
 overwritten each time below command executes.

 rsync -av -ii file-format='MyLogs: %i %f %l %o %b'
 --log-file='/tmp/mylogs/myfile'

a replication product which incorporates a GUI that uses rsync.
