The selected candidate will serve as a programmer/developer for iOS Mobile

3. Participate in the full SDLC process (including coding) of iOS
application solutions, including Objective C, JSON, HTML, XML and web
services.



4. Participate in design and coding of database objects in relational
databases such as SQL Server  2005/2008, Oracle, or DB2, including queries,
stored procedures, views, triggers, etc.



5. Participate in design and coding of application-embedded, scheduled and
ad-hoc reporting solutions.



6. Meet with end users and technical staff of all types to gather business
and system requirements.



7.Provide technical assistance and assist with mentoring of PennDOT staff
assigned to the project.

Critical to have PM exp in Employee Benefits application project, good

ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited, to the
following:

•   Overall project management of technical and administrative
tasks for multiple projects;

•   Assess  leverage risk and develop contingency plans if needed;

•   Coordinate the gathering of business requirements and
development of functional design specifications;

•   Document plan requirements and coordinate the development of
processes  procedures;

•   Assist with the creation and review of functional and technical
requirements, test plans, training materials and procedure documents;

•   Coordinate testing and quality review of client deliverables;

•   Develop and monitor Quality and Production initiatives;

•   Lead and manage regularly scheduled meetings associated with
the project;

•   Perform other duties or special projects as assigned.

REQUIRED EDUCATION AND EXPERIENCE:

•   Bachelors degree or equivalent work experience;

•   Minimum of 3 years of demonstrated project management
experience with complex technical and administrative deliverables is
required;

•   Experience with business requirements gathering, definition and
documentation techniques is required;

•   PMI Certification and/or experience in the Software Development
Life Cycle (SDLC) is preferred;

•   Project Management and/or client delivery experience in the
benefits broker industry is highly preferred;

•   Experience within the insurance brokerage, human resources
consulting, and employee benefits industries are highly preferred;

•   Related exposure to COBRA, FSA and Call Center environments is
a plus.

   - Oversee the System Integration (SI) vendor’s management of the
   architecture and infrastructure schedule, scope,  resources to meet
   project goals.
   - Identify all technical requirements – both functional and
   non-functional that are missing.
   - Important to this responsibility is ensuring the SI vendor is aware of
   all federal and Commonwealth standards and practices that must be adhered
   to.
   - Participate in the development of all technical deliverables and
   artifacts and provide feedback.  Facilitate the review and approval of
   deliverables and artifacts with MassIT  agency IT teams.
   - Deliverables and artifacts can come from various sources such as SI
   vendor, IVV vendor, Commonwealth resources, and federal partners.

system using a PostgreSQL database for the data repository. DEP modified
the application to use an Oracle database. Therefore, the system must
continue to function with Oracle.

Urgent Need:Java Architect

Please see the heads up on the Java requirement they need not to be an
architect.



From what I know of this project assignment, I believe a senior programmer
would be most desirable.  I think an architect is overkill.  The
description leaves out a key point.  The current system is written in Seam,
a framework that is no longer being developed.  They want to move the
system to a new, more current architecture.  I think someone who has worked
with Seam, JBoss and Oracle database, who can read and comprehend the Seam
code, make decisions about it and take it to a newer technology (JSF,
spring, etc.) would be ideal. The attached resume has an impressive
technology scope; however, it does not look like a good fit for the
position, based on what I know about it.
