Our regulatory functions include the issuance of permits to the state’s
approximately 25,000 privately owned and operated manufacturers,
distributors and retailers of alcoholic beverages. The Division also
regulates industry compliance with the laws pertaining to the manufacture,
importation, and distribution of beer, wine and mixed beverages containing
21 percent or less alcohol by volume. The Division also registers more than
63,000 beer, wine and low-proof products for sale in Ohio.



*Overview:* The Division’s liquor retail sales exceeded one billion dollars
during fiscal year 2016.

The Division of Liquor Control Licensing Section processes approximately
24,000 liquor permits annually and has more than sixty types of liquor
permits. The processing of applications for liquor permits is performed
within a mainframe application using VSAM files for data storage (acronym
“CICS”) and a collection of applications for imaging/capture, document
generation, basic workflow management and data exchange with CICS, which is
known as LITS.



*Required Education and Experience*

• Bachelor’s degree in a communication or technical
discipline, or equivalent experience

into designated categories; analyzes & calculates data (i.e., delisted
items, added sizes, new items, post-offs, etc.); uses CICS & Lotus
applications to input & calculate prices; insures accuracy of prices &
coordinates with Management Information Systems Division in preparation of
pricing material.  Researches, analyzes & keeps statistics concerning
liquor sales & makes necessary changes to the computer file relating to the
data gathered; maintains workflow necessary to process all brand
changes/additions in a timely manner to insure proper pricing in the liquor
outlets & correct sales prices to customers; validates pricing material
sent out to all liquor outlets.  Establishes departmental policies &
procedures concerning pricing material for Agency Operations; responsible
for reviewing & analyzing programs for improved efficiency & cost savings

These are potential contract-to-hire opportunities.  Please submit only

*Job Description:*

· -Provides direction to one section (i.e., comprised of two or
more units, with each unit composed of two or more information technology
specialists &/or analysts, &/or systems programmers, &/or other technical
staff).

· -Develops project, system &/or section policies & establishes
systems/programming standards.

· -Plans & monitors systems projects & activities which may include
systems integration.

· -Assists superiors with long range-planning & budget preparation.

· -Evaluates software &/or hardware products for acquisition, &
meets with staff to discuss projects & resolve technical problems.



*Requirements:*

· -At least three years of experience in a senior or lead IT role -
providing direction to a team of developers, analysts and/or other IT
professionals.

· -Experience developing IT policies and establishing programming
standards.

· -Experience leading team activities while employing appropriate
program management and planning principles.

· -Knowledge or experience with .Net development, C# and SQL.  This
is not a developer position but the TL2 must have .Net knowledge in order
to assist and guide developers.

· -An undergraduate degree in a technical discipline is required
(Information Technologies, Computer Engineering, Systems Administration,
etc)

· -Team Foundation Server (TFS) is highly preferred.

Interviews: Most likely phone interview with a possible second on site
interview. Ideally, prior to the phone interview, selected candidates would
send the Report-To Manager a portfolio showing some examples of user
interfaces they have designed/implemented.

Resource will be working with a Project Manager and a .Net Developer to
design and implement modern, easy to use, customer friendly user interfaces
for customer facing applications such as a new workflow that identifies
available funding sources, tracks dollars, monitors award usage for
compliance and analysis/management of the funding for efficiency and
effectiveness.

1.   Designing and implementing modern, easy to use, customer friendly
user interfaces for customer facing applications using Bootstrap - 70%

2.   Gathering requirements for designing and implementing user
interfaces – 20%

3.   Interacting with the development team and pushing codes to
developers – 10%



*Requirements:*

· 5+ years experience designing and implementing modern, easy to
use, customer friendly user interfaces for customer facing applications.

· 5+ years of HTML experience

· 5+ years of CSS experience

· 5+ years of XAML

· 1+ Bootstrap

· 1+ year Expression Blend
