developing the design and software for the back end processes to support

Health Benefit Exchange – New York State of Health
NY State of Health is an organized marketplace designed to help people shop
for and enroll in health insurance coverage.  Individuals, families and
small businesses will be able to use the Marketplace to help them compare
insurance options, calculate costs and select coverage online, in-person,
over the phone or by mail.  The Marketplace will help people to check their
eligibility for health care programs like Medicaid and sign up for these
programs if they are eligible.  The Marketplace will also be able to tell
what type of financial assistance is available to applicants to help them
afford health insurance purchased through the Marketplace.
1. Design  Develop Java web applications for Oracle WebLogic Servers.
2. Design  Develop SOAP and REST web services.
3. Providing Maintenance  Support for live applications  services.
4. Application Server Tasks: Deploying Applications  Web Services,
Creating Data Sources etc.
5. Develop object relational mapping using Hibernate or myBATIS frameworks
to access back-end Oracle databases.
6. Develop Oracle WebLogic applications using Java Server Faces, HTML5,
JavaScript libraries and template frameworks.
7. Designing and developing Oracle database objects such as tables,
triggers, and stored procedures for the applications.  Write PL/SQL against
Oracle RAC for use by web applications.
8. Communicating with Users  Stake Holders.  Communicate with Business
Analysts to acquire requirements.
9. Documentation: Preparing various documents like User Documents, Process
Flow Diagrams and Database Schema Diagrams.
10. Performs Black Box testing of web applications developed by other staff
members.
11. Attend and occasionally lead joint application design sessions with
other staff members.

Requested skills:
5 yrs hands-on experience in application development using modern
JavaScript libraries in one of the following: Bootstrap, Ember, Angular or
JQuery Mobile.  Must specify the technology used for the work experience.
5 yrs hands-on experience using SPRING or a similar java development
framework.
4 yrs hands-on experience using Hibernate, myBATIS or other Object
Relational Mapping framework.
5 yrs hands-on experience in programming Oracle WebLogic Java applications

DEP is in need of an experienced Java Developer to work in the Bureau of
Information Technology (BIT) on multiple projects within eGovernment Team.
This team is responsible for new application development and providing
support and maintenance to existing systems (approximately 20). The
BIT/Java Team utilizes Agile and waterfall methodologies for application
development, and at times requires rapid timelines/deadlines which are
mandated by the legislation. Critical and complex projects include the
eWell for the Oil and Gas Bureau, Mining Subsidence Insurance, Chapter
110/Daily Water Withdrawal Reporting, Blaster permits, County Conservation
District Reporting, Radon Activity Reporting, Air Emission Statements,
Waste Management Form U Landfill Authorizations, Waste Transportation
Safety Program Authorization/Renewals, Drinking Water Electronic Lap
Reporting, Chapter 105 Joint Permit Application Review, Waste Management
Mobile support, Bureau of Radiation Mobile support, and various other
eGovernment reporting/permitting systems.

Tasks to be accomplished:
Understand the inner workings of the DEP’s Java Applications and batch
processes.
Understand the inner workings of DEP’s Greenport, the front end
authentication system for all eGovernment applications
Provide maintenance and support to over 20 applications.
Review selected documentation of the existing systems to become familiar
with the system requirements, functionality, and architecture, reporting,
etc.
Meet with end-users on new system requirements
Generate Requirements, Technical and Business Functional documents, system
documents, and assist in creating training and testing documents.
Profile and tune selected pieces of the system for better maintainability
and performance as necessary.
Provide mentoring and assistance as required for the transfer of knowledge
to Commonwealth IT staff.
Aid in production deployments of systems.

Primary Job Responsibilities

Leverage expertise in java and web presentation
(Java/JSP/JavaScript/XML/HTML) to shape and evolve our next generation
tools.

Prototype solutions as required.

Create tools with intuitive and simple user interface that’s complemented by
a robust, highly scalable, adaptable back end system.

Be the leading advocator of our user base with laser focus on achieving
business results.



Job Requirements

8+ years of software development experience with at least 2 years on J2SE.

6+ years of experience in Java, JSP, JavaScript, and web based tools

Strong technical leadership skills and the ability to command respect in all
levels of organization

Go getter with can do attitude.  Tenacity to do what it takes to get the job
done while continually focused on achieving measurable business results.

Proven track record leading on time delivery of multi-tiered, highly
scalable tools while achieving measurable business benefits impacting
multiple departments of a complex organization.

*Expert in TDD, quality engineering, CI, and PMD tools  techniques. *

Excellent communication and relationship skills.  Ability to understand and
articulate both technical and business issues with peers, management, and
external teams.

BS/BA in Computer Science, Design, or related discipline.
