Responsible for managing one or more highly complex or enterprise-wide IT
program(s) consisting of multiple projects. Develops the program strategy,
supporting business case and various enterprise-wide high-level project
plans. Ensures integration of projects and adjusts project scope, timing,
and budgets as needed, based on the needs of the business. Communicates
with IT leadership, business leadership and IT Business Consultants to
communicate program strategy, direction and changes. Responsible for
delivering all projects contained in the IT project portfolio on time,
within budget and meeting the strategic and business requirements.
Responsible for tracking key project milestones and recommending
adjustments to Project Managers. Partners with senior leadership of the
business community to identify and prioritize opportunities for utilizing
IT to achieve the goals of the enterprise. Must possess extensive knowledge
and expertise in the use of Project Management methodologies and tools.
This is a single or multiple incumbent(s) position that typically exists in
a small to medium size enterprise with multiple project managers, project
leaders and/or project support staff as direct reports.

SCOPE OF PROJECT

Summary:
Under limited supervision reporting to Taxpayer Business Services – Project
Management Services, serves as a Project Manager responsible for
implementation of projects and/ or noted activities.

This contractor will be one member of a team that is comprised of proven
experts in some or all of the fields of application systems, networking,
virtual environments, systems security, data encryption, network
automation, and/or centralized IT management. The intent of this work order
is to provide project management for the redevelopment of legacy
applications and/or infrastructure systems.

The contractor
1. Plans, directs, and coordinates one to three teams of analysts,
technicians, and users engaged in designing, procuring, testing, and
implementing SCDOR initiatives
2. Ensures that SCDOR projects are delivered on time, within budget, and
according to customer requirements
3. Assists Agency management and project stakeholders in information
technology planning related to the SCDOR program
4. Is required to follow SCDOR’s project management and system development
lifecycle methodologies
5. Ensures that user and technical procedures are developed for projects
prior to implementation

SKILLS REQUIRED:
1. An associate degree in computer science and five years’ experience in
new computer systems development, network management, or related field; or
a bachelor’s degree in business administration, computer science,
mathematics, statistics, management information science and five years’
experience in new computer systems development, network management, or
related field
2. PMP certification; expired certifications must be reinstated within 6
months of start date
3. Extensive knowledge of PMI recommended project management processes and
methodologies
4. Working knowledge of system security standard practices and
recommendations
5. At least 3 years’ experience in systems implementation, operating
systems, and/or infrastructure
6. Possess documented experience as a project manager over small-sized
projects ($50,000 to $1,000,000)
7. Experience in developing and maintaining documentation for policies,
procedures, and best practices
8. Ability to conduct research into infrastructure issues and products as
required
9. Ability to plan, organize, deal effectively with the needs of technical
peers, technical and user management, end users, vendors, and staff members
10. Excellent writing, editing and proofreading skills
11. Ability to communicate clearly and effectively in spoken and written
form
12. Ability to adapt to changing priorities

SKILLS PREFERRED:
1. Current industry certifications for Microsoft and system security
2. Business Analyst (BA)and/or Quality Assurance (QA) certifications &
experience
3. Knowledge of Internal Revenue Service (IRS) and Department of Defense
(DoD) system security guidelines
4. Knowledge of software development lifecycles and migrations from
different environments, such as development, production, etc.
5. Knowledge of Windows Server 2008 and 2012, SharePoint 2010 and 2013,
System Center Configuration Manager (SCCM) 2012
6. Hands-on technical knowledge of network and server operating systems
7. Working technical knowledge of tools and techniques including but not
limited to:
a. Internet Information Server
b. Virtual Private Networking (VPN)
c. Dell and CISCO equipment
d. Secured file transfer
e. Microsoft Office 2010 (Project, Excel, Word)
