There is a bigger story here. Chavez shut down most of the tv and radio networks there as he tries to turn himself into Mussolini. Family Guy is just the tip of the iceberg. What he got rid of was any tv or radio station that offered a level headed or opposing viewpoint. Which makes him sound like any other nutjob dictator.
