We did a deprecation cycle last time we dropped python version support.

Could roll a 3.1.2 with current updates and add deprecation warning to it..

I voted, but I guess it depends on how near "in the near future" is.

do you want to do a deprecation cycle?  the python version supported
isn't really an "scons feature" so I don't know if it's required.
