I'm at work but I went out to the car and did this test and NO it  didn't 
start with out pressing the gas pedal with the old regulator I never had  
this problem in fact I could start the car standing outside with my arm through 
 the window, but sometimes it would run rough till I pressed the gas pedal 
and  rev it up some. Now, If I turned the car off and tried to restart it, 
it  will start without and gas pedal action. so now it might be a leaky 
injector?

the starter and  turn the key back to off three or four  times right before
