Two things to check. When it doesn't work, check you can resolve hosts, ie
host google.com
also check your routing table for a default gateway and try a traceroute.

I could also be a duplicate ip or something weird like that.

when it's not working, try tcpdump -nvei eth0 and try ping google to see
what happens.

When I start up my system (Athalon ii X4, 8GB, Ubuntu 12.04) it will

to the internet.
I know that the net is working as my other computers will happily
connect to the net using my wireless lan and what makes it even more
wierd is that:
a. If I boot my computer using PCLinuxOS it connects to the lan and
works perfectly every time,
b. My laptop ( i3 4GB ACER) runs on Ubuntu 12.04 and always connects
without a problem.

My laptop and desktop have identical setups (barring the appropriate
drivers for their devices).

As my desktop will talk to the router I assume the problem must be in
the way that they communicate but am having trouble finding the problem
as it seems to fix itself randomly. The problem did not exist with
earlier versions of Ubuntu.

Could be DNS.

Try setting the DNS servers manually, not to the address of your router.
You can do this in the network settings of your machine having issues,
or you can set your router to give the actual DNS server addresses when
handing out addresses in DHCP rather than the router address and passing
through to DNS servers. This is an issue I have encountered in the past,
so is worth a go.

Ultimately the best solution is to use Mageia for everything, always :-P
Let the distro wars begin :-)
