ನವದೆಹಲಿ: ಎಲ್ಲ ರೀತಿಯ ಅಗತ್ಯ ಸೇವೆಗಳಿಗೆ ಒಂದೇ ದೂರವಾಣಿ ನಂಬರ್ ಗೆ ಕರೆ ಮಾಡುವ
ವ್ಯವಸ್ಥೆ ಭಾರತದಲ್ಲಿಯೂ ಶೀಘ್ರ ಜಾರಿಗೆ ಬರಲಿದೆ. ಅಮೆರಿಕದ 911 ಮಾದರಿಯಲ್ಲಿ ಭಾರತದಲ್ಲೂ
112 ನಂಬರ್ ಗೆ ಕರೆ ಮಾಡಬಹುದು. ಪೊಲೀಸ್, ಆಯಂಬುಲೆನ್ಸ್ ಮತ್ತು ಅಗ್ನಿಶಾಮಕ ಇಲಾಖೆಗಳನ್ನು
ಸಂಪರ್ಕಿಸಲು ಜನರು ಈ ನಂಬರ್ ಗೆ ಕರೆ ಮಾಡಬಹುದು. ವಿವಿಧ ತುರ್ತು ಸೇವೆಗಳಿಗೆ ಒಂದೇ ನಂಬರ್
ಗೆ ಕರೆ ಮಾಡುವ ಪ್ರಸ್ತಾವನೆಗೆ ದೂರ ಸಂಪರ್ಕ ಆಯೋಗದ ಆಂತರಿಕ ಸಚಿವಾಲಯ ಸಮಿತಿ ಅನುಮೋದನೆ
ನೀಡಿದೆ. ಸಾರ್ವಜನಿಕ ಜಾಗೃತಿ ಮೂಡಿಸಿ ವರ್ಷದೊಳಗೆ ಯೋಜನೆ ಜಾರಿಗೊಳಿಸುವ ಉದ್ದೇಶವನ್ನು
ಸರ್ಕಾರ ಹೊಂದಿದೆ.

ಚೀನಾ ಲಿಪಿ

ಚೀನಾದ ಲಿಪಿಪದ್ದತಿಯು ವರ್ಣಮಾಲೆಯ ಆಧುನಿಕ ಯುಗದಲ್ಲಿ ಒಂದು ಅನನ್ಯ  ಸಂಗತಿ..ಕೆಲವೆ ಡಜನ್‌
ಅಕ್ಷರಗಳ ಬದಲಾಗಿ ಅವರು ಸಂಕೀರ್ಣವಾದ ಸಾವಿರಾರು ಸಂಕೇತಗಳನ್ನು ಅಥವ ಅಕ್ಷರಗಳನ್ನು
ಅಭಿವೃದ್ಧಿ ಪಡಿಸಿದರು. ಅವು ಧ್ವನಿ ಮತ್ತು ಪದಗಳೆರಡನ್ನೂ ಪ್ರತಿನಿಧಿಸುತ್ತವೆ .ಚೀನಾ
ಲಿಪಿಯೊಂದಿಗೆ ಸಂಬಂಧ ಹೊಂದಿದ ಜಪಾನೀಸ್‌ ಮತ್ತು ಕೋರಿಯನ್‌ ಲಿಪಿಗಳು ಕೆಲವು ಸಾಮಾನ್ಯ
ಸಂಗತಿಗಳನ್ನು ಹೊಂದಿದ್ದರೂ ಅವು ಸ್ವತಂತ್ರವಾದ  ಲಿಪಿಗಳಾಗಿ  ಕಾರ್ಯನಿರ್ವಿಸುತ್ತವೆ.  ಇದು
ಆಧುನಿಕ ಪ್ರಪಂಚದಲ್ಲಿನ ಏಕಮಾತ್ರ ಜೀವಂತ ಚಿತ್ರಲಿಪಿಯಾಗಿದೆ. ಅಲ್ಲದೆ ನೂರಾರು ಕೋಟಿ ಜನರ
ಬರವಣಿಗೆಯ ಮೂ ಲಸಾಧನವಾಗಿಯು ಬಳಕೆಯಲ್ಲಿದೆ.
ಚೀನದ ಬರಹವು ಮೊದಲು ಸುಮಾರು  3,500 ಪುರಾತವಾದುದು.ಕೆಲವರ ಅಭಿಪ್ರಾಯದಂತೆ ಅದು ಇನ್ನೂ
 ಪ್ರಚೀನವಾದುದು ಎನ್ನುವರು.ಅದು ಏನೇ ಇರಲಿ ಜಗತ್ತಿನಲ್ಲಿ ಸತತ ಬಳಕೆಯಲ್ಲಿರುವ ಅತ್ಯಂತ
ಪುರಾತನ ಲಿಪಿಯಾಗಿದೆ..
*ಮೂಲ*
ಒಂದು ಅಭಿಪ್ರಾಯದಂತೆ ಚೀನಾದಲ್ಲಿ ಭಾಷೆಯಲ್ಲಿ  ಸಂಕೇತ ಪದ್ದತಿಯ ವಿಕಾಸವು ಮೊದಲು ಆಯಿತು.
ಅದು ನೂತನ ಶಿಲಾಯುಗದಲ್ಲೇ ಆಯಿತು, ಅಂದರೆ ಮೂರನೆ ಸಹಸ್ರಮಾನದ ಮಧ್ಯ ಭಾಗದಲ್ಲಿ ಆಗಿದೆ.
 ಆಗಿನಿಂದ ಅನೇಕ ಸಂಕೇತಗಳು ಮತ್ತು ಚಿತ್ರಲಿಪಿಗಳನ್ನು   ಮಡಕೆ  ಮತ್ತು ಜೇಡ್‌ಗಳ ಮೇಲೆ
ಬರೆಯಲಾರಂಭಿಸಿದರು.ಅವು ಕುಟುಂಬದ ಸಂಕೇತಗಳಾಗಿದ್ದ  ಮಾಲಕತ್ವ  ಅಥವ
ಪ್ರದೇಶವನ್ನುನಿರ್ಧರಿಸುತಿದ್ದವು.


ಮೊದಲು ಲಿಪಿ ಇರಲಿಲ್ಲ. ಆದರೆ ಲಾಂಛನಗಳು ಇದ್ದವು.ಅಲ್ಲಿಂದಲೇ ಲಿಪಿ ಪ್ರಾರಂಭವಾಯಿತು.
ಇವು ಪೂರ್ಣವಾಗಿ ಚೀನೀ ಚಿತ್ರಲಿಪಿಗಳು ಆಗಿರಲಿಲ್ಲ  ಆದರೆ ಹೋಲಿಕೆಯಂತೂ ಇದೆ.ಅದರಲ್ಲೂ ಒಂದು
ಹಕ್ಕಿ ಮತ್ತು  ಸೂರ್ಯನಿಗೆ ಇರುವ ಸಂಕೇತವು ಅವರ ಲಾಂಛನವಾಗಿತ್ತು. ಅದು ಷಾಂಗ್‌ ರಾಜವಂಶದವರ
ಲಾಂಛನವಾಗಿರುವುದು ದೊರೆತಿರುವ ಕಂಚಿನ ಲಾಂಛನದಿಂದ ಸುವ್ಯಕ್ತ..ಈಗ ಅಂದು ಕೊಂಡಿರುವುದು. ಅವುಗಳು
ಲಿಪಿಯ ವಸ್ತುಗಳನ್ನು ಪ್ರತಿನಿಧಿಸದಿದ್ದರೂ ಪದಗಳ  ಸಂಕೇತವಾಗಿದ್ದವು.ಅಂದರೆ ಭಾಷಾಮೌಲ್ಯ
ಪಡೆದವು.ಅವನ್ನು  ಕನಿಷ್ಠ ಚೀನಾ ಲಿಪಿಗಳ ಪೂರ್ವಜರೆಂದು ಹೇಳಬಹುದಾಗಿದೆ.

*ಚೀನಾದ ಲಿಪಿ ಪದ್ದತಿಯು ಈಗ ತಿಳಿದಿರುವ ಪ್ರಪಂಚದ ಭಾಷೆಗಳಬರಹಗಳಲ್ಲಿ ಪುರಾತನವಾದದ್ದು*– ಚೀನದ
ಅ ತಿಪುರಾತನ ಬರಹಗಳ ಕಾಲ   4,000 ವರ್ಷ ಹಿಂದಿನದು.ಚೀನಾದ ಬರಹವು ಚಿತ್ರ
ಲಿಪಿಯಾಗಿದೆ. ( ಪೂರ್ಣ
ಪದವನ್ನು ಪ್ರತಿನಿಧಿಸುವ ಅನೇಕ ಸಂಕೇತಗಳ ಸರಣಿಯಾಗಿದೆ),*ಚೈನಾದ ಬರಹವು ಅನೇಕ ವಿಧದಲ್ಲಿ
ಅನನ್ಯವಾಗಿದೆ. ಅದು ಬೃಹತ್‌ ದೇಶ. ಅದರಲ್ಲಿ ಮುಖ್ಯವಾದ ಎರಡು**ಭಾಷೆಗಳಿವೆ*: ಮ್ಯಾಂಡ್ರಿನ್‌
ಚಿನೀಸ್‌ ಮತ್ತು ಕ್ಯಾಂಟೊನಿಸ್‌ ಚೀನೀಸ್‌. ಆ ಎರಡು ಭಾಷೆಗಳಿಂದ ಅನೇಕ ಆಡುಭಾಷೆಗಳು
ಹುಟ್ಟಿವೆ ಚೀನಾದ ಲಿಪಿಯು ಎಲ್ಲ ಭಾಷೆಗಳನ್ನು ಒಗ್ಗೂಡಿಸುವ ಸಾಧನವಾಗಿದೆ.ಉದಾ ಹರಣೆಗೆ “
“ಒಂದು”ಎಂಬ ಪದದ ಉಚ್ಛಾರಣೆಯು ಮ್ಯಾಂಡ್ರಿನ್‌ ಮತ್ತು ಕ್ಯಂಟೋನಿಗಳಲ್ಲಿ ಬೇರೆ ಇರಬಹುದು
ಆದರೆ ಬರಹದಲ್ಲಿ ಒಂದೆ ರೀತಿಯಲ್ಲಿರುತ್ತವೆ. ಚೀನಾದ ಆಡು ಭಾಷೆಯುಬಹಳಷ್ಟು ಬದಲಾಗಿದೆ. ಆದರೆ
ಬರಹದ ಭಾಷೆಯು ಮೊದಲಿನಂತೆಯೇ ಇದೆ.ಚೀನಾದ ಬರಹದ ಪದ್ದತಿಯು   ಬದಲಾಗಿರುವುದು ಬಹಳ ಕಡಿಮೆ
ಆದರೂ ಅದರ ಬದಲಾವಣೆಯ ನಾಲ್ಕು ವಿಭಿನ್ನ  ಹಂತಗಳನ್ನು ಗುರುತಿಸಬಹುದು. ಆ ನಾಲ್ಕು ಹಂತಗಳು
ಹೀಗಿವೆ.:
·*ಜಿಯಾ-ಗು-ವೆನ್‌* (  ಭವಿಷ್ಯ ಮೂಳೆ  oracle bone). ಇವು ಅತ್ಯಂತಪ್ರಾಚೀನ ಚೀನಾದ
ಸಂಕೇತಗಳು.ಇವುಗಳ ಕಾಲ  (  ಕ್ರಿ. ಪೂ.1500 – 1000 .).ಈ ಸಂಕೇತಗಳನ್ನು ಆಮೆಯ ಚಿಪ್ಪಿನ
ಮೇಲೆ ಮತ್ತು ಪ್ರಾಣಿಗಳ ಮೂಳೆಗಳ ಮೇಲೆ ಕೆತ್ತಲಾಗುತಿತ್ತು.ಈ ಮೂಳೆಗಳನ್ನು ಚಾರಿತ್ರಿಕ
ದಾಖಲೆಗಳಾಗಿ  ಷಾಂಗ್‌ವಂಶದವರ ಆಡಳಿತಾವಧಿಯಲ್ಲಿ ನಿರ್ವಹಿಸಲಾಗುತಿತ್ತು.

*ಒರಾಕಲ್‌ಮೂಳೆಗಳು.*
ಚೀನಾದ ಪ್ರಾಚೀನ ಲಿಪಿಯು ಮೊದಲುಬಹಳ  ಅಸ್ಪಷ್ಟವಾಗಿದ್ದರೂ,ಷಾಂಗ್‌ವಂಶದ  ಕಾಲದಲ್ಲಿ
ಸಂಕೀರ್ಣತೆಯ ಲಕ್ಷಣ ಕಾಣಿಸಿಕೊಂಡಿದ್ದವು. ಚೀನದ ಅತಿ ಪ್ರಾಚೀನ ಬರಹ ಪದ್ದತಿಯನ್ನು ಒರಕಲ್‌
ಬೋನ್‌ ಎನ್ನುವರು
ಚೀನಾದ ಪ್ರಪ್ರಥಮ ಬರಹಗಳು ಕಂಡು ಬರುವುದು ಆಮೆಯ ಚಿಪ್ಪು ಮತ್ತು ದನದ ತೊಡೆಮೂಳೆಗಳ ಮೇಲಿನ
ಬರಹಗಳಲ್ಲಿ ಅದುಕ್ರಿ. ಪೂ. 1500 ರಿಂದ 1000 ಅವಧಿಯಲ್ಲಿ ಪ್ರಾರಂಭವಾಯಿತು.
ಮೊದಲೆ ಮೂಳೆಯ ಮೇಲೆ ಅನೇಕ  ರಂದ್ರ ಕೊರೆದು ಸಿದ್ಧ ಪಡಿಸಿದ ಮೂಳೆಯನ್ನು ಜೋತಿಷಿಗೆ
ನೀಡುವರು. ಅವನು ಅದನ್ನು ಕೈನಲ್ಲಿ ಹಿಡಿದು ಸಕರಾತ್ಮ  ಮತ್ತು ನಕಾರಾತ್ಮಕ ಹೇಳಿಕೆಗಳನ್ನು
ಗಟ್ಟಿಯಾಗಿ  ಪಠಿಸುವನು. ನಂತರ ಕೆಂಪಗೆ ಕಾಯಿಸಿದ ಲೋಹದ ಡಬ್ಬಣದಂತಹ ವಸ್ತುವನ್ನು
ರಂದ್ರದಲ್ಲಿ ತೂರಿಸುವನು.ಅದರ ಶಾಖಕ್ಕೆಮೂಳೆಯು ಸೀಳು ಬಿಡುವುದು . ನಂತರ ಮೂಳೆಗಳನ್ನು
ಲಿಪಿಕಾರನಿಗೆ ಕೊಡುವರು.ಅವನು ದಿನಾಂಕ, ಭವಿಷ್ಯಕಾರ, ಅವನ ಹೇಳಿಕೆ ಮತ್ತು ಮೂಳೆಯಲ್ಲಿನ
ಸೀಳುಗಳ ವಿವರ ದಾಖಲು ಮಾಡುವನು.
ನಂತರ ಭವಿಷ್ಯಕಾರ ಜೋತಿಷಿಯು ಮೂಳೆಯನ್ನು ಪರಿಶೀಲಿಸಿ ಅದರ ಮೇಲೆ ಯಾವ ಭಾಗದಲ್ಲಿ ಸೀಳು

 ಬಹುಶಃ ಇದು ನಮ್ಮಲ್ಲಿನ ಕವಡೆ ಶಾಸ್ತ್ರದ ಇನ್ನೊಂದು ರೂಪ ಎನ್ನಬಹುದು. ಆದರೆ ಇದರ

 ಮೂಲವಾಗಿರುವುದಕ್ಕೆ.
ಇಂಥಹ ಸಹಸ್ರಾರು ಮೂಳೆಗಳು ಪ್ರಾಚ್ಯ ಸಂಶೋಧಕರಿಗೆ ಲಭ್ಯವಾಗಿರುವುದರಿಂದ ಚೀನಾ ಲಿಪಿಯ ಮೂಲ
ಅರಿಯುವುದು ಸುಲಭವಾಗಿದೆ.
ಈವರೆಗೆ ಸುಮಾರು 400,000 ಬರಹಗಳಿರುವ ಮೂಳೆಗಳ ತುಣುಕುಗಳು ದೊರಕಿವೆ.ಅವುಗಳಿಂದ ಹಲವು
ಸಾವಿರ ಭವಿಷ್ಯ ಮೂಳೆಗಳ  ಪುನರ್‌ರಚನೆ ಮಾಡಲಾಗಿದೆ. ಅದರಲ್ಲಿ ಸಾವಿರಾರು ಪಠ್ಯಗಳನ್ನು
ಅಧ್ಯಯನ ಮಾಡಲಾಗಿದೆ. ಈ ಪಠ್ಯಗಳಲ್ಲಿ  30,000 ಸ್ಪಷ್ಟ ಲಿಪಿಗಳನ್ನು ಗುರುತಿಸಲಾಗಿದೆ.ಅವು
ಸುಮಾರು 4,000 ಪ್ರತ್ಯೇಕ ಸಂಕೇತಗಳ ವಿಭಿನ್ನ ರೂಪಗಳಾಗಿವೆ..ಅವುಗಳಲ್ಲಿ ವಿದ್ವಾಂಸರು
ಅನಿಸಿಕೆಯಂತೆ  1,500 ರಿಂದ  2,000 ಸಂಕೇತಗಳನ್ನು ಅರ್ಥೈಸ ಬಹುದಾಗಿದೆ.. ಒರಾಕಲ್‌
ಮೂಳೆಗಳಲ್ಲಿ ಸರಿ ಸುಮಾರು 5,000 ದಷ್ಟು ಪ್ರತ್ತ್ಯಾಯೇ ಸಂಕೇತಗಳಿವೆ.( ಅವುಗಳ ವಿಭಿನ್ನ
ರೂಪಗಳನ್ನು ಬಿಟ್ಟು ) ಮತ್ತು ಅದರ ಎರಡರಷ್ಟು  ಸಂಕೇತಗಳನ್ನು ಆಗ ದಿನನಿತ್ಯದ ಜೀವನದಲ್ಲಿ
ಪುರಾತನ ಚೀನಿಯರು ಬಳಕೆ ಮಾಡಿರುವರು.

ಒರಾಕಲ್‌  ಮೂಳೆಗಳ ಮೇಲಿರುವ ಲಿಪಿಗಳ ರಚನೆ ಮತ್ತು ಸ್ವರೂಪವು ಆಧುನಿಕ ಚೀನಾ
