On NetBSD, see est(4), and machdep.est.frequency.*.

I have used this on notebooks.  It doesn't appear on my net5501 under
netbsd-6.  An i5-2310 (desktop) shows multiple frequencies but I have
never tried to turn that down.

If it helps, mine had always a slot fan to blow out hot air. Temps always
low, and died the same way. if you don't live on frozen countries, I would
not get a net6501.

Interesting idea.  I have a box I would be willing to try this on, as I have it
