I think at this point, I'd rather not.  We've delayed long enough.  It  
should have been marked as 1.4 long ago and should have been raised as  
more serious in any of the 4 previous release candidates.

Lucene 3.0 won't really have any new features - it's really just meant
to remove deprecations.
It could take a decent amount of work to migrate all of Solr to
non-deprecated APIs, so it could potentially be a while before we're
on a Lucene 3.x release.

Depending on the mirror, up to 24hrs.  Look around at different
mirrors and you can probably find some that have synced already.
