Just wondering, what do spooks do when propagation is bad or non 
existent? Seems to me they must have some sort of back-up plan.

[Spooks] Odd voice under RNZ National on 15720 KHZ

Hi folks;

This isn't exactly a numbers station question but I hear a 
strange-sounding voice under RNZ National on 15720 KHZ at 04:00 UT. It 
seems to be repeating the same thing over and over. As best as I could 
tell with my Kenwood TS-440S, it seems to be on 15722 KHZ USB. I tried 
but I can't pick out what it's saying.


Does anybody know what this station is that's underneath the broadcast 
station?

I do not follow HAARP as a habit but I enjoy learning from others about things 
they know more about than I do. So a separate  HAARP data base to me would be 
my lose. As far as vhf and hf go I don't think it is out of bounds to assume 
all of us here know the difference enough to know any VHF transmission would 
need to be a line of site grab . Where id this persons local who claims vhf 
intercept located?

  You should  read The Code Book by Simon Singh it was a good look at the 
history of encryption. . There are also books which will teach you the 
basics of deciphering like Codes , Ciphers and Secret Writing by Martin 
Gardner or Codes, Puzzles and Conspiracy by Dennis Shasha which is a short 
novel you must decode in order to be able to read . Hope that helped.

The Ultra Secret by Frederick William Winterbotham was the first mention I 
know of about breaking enigma.
The Puzzle Palace, by James Bamford was the first book about what the NSA 
does.

There are frequencies with several CW beacons a kHz or less apart.  They
send different letters in CW.  This one sends C (dahdidahdit) over and 
over.

Probably navigation since they transmit most often during naval exercises 
or
major operations of some sort.  C is Moscow.  These beacons are all over 
the

Russian Federation and Ukraine, and that's a big area to be all over.

The clusters tend to be spaced 0.1 kHz.  C is supposed to be on 10872 CW.
It's right between S and A.  It doesn't do much good on 10972 all by its
lonesome.

The latest list I have on the 10 MHz cluster is:

10871.7  D  Odessa
10871.8  P  Kaliningrad
10871.9  S  Arkhangelsk
10872.0  C  Moscow
10872.1  A  Baku
10872.2  F  Vladivostok
10872.3  K  Petropavlovsk-Kamchatskiy
10872.4  M  Magadan

A seems to have moved recently.
