Are you installing the underground and remote FDC? My first response for that 
question is “not my scope!”.

We typically have the site utility sub install remote FDC’s and the underground 
to it… so I don’t know! I am also pretty sure that the remote ones around here 
that just pop up out of the ground don’t have serviceable drains – I think they 
just drain into a gravel layer below the elbow (?).

You might check with the site utility contractor for the job (unless someone on 
the forum knows).

Hope that helps… might not even be worth 2 cents though!

The primary drive is typically lead in isolation, if you aren't providing a PIV 
or wall post I believe your next logical progression in the NFPA 24 "lead in" 
valve list is valves in a fire rated room accessible from outside.  But the AHJ 
has latitude not to require that.  Typically we just insist on PIVs on the 
underground and no one has an issue and we install everything as you describe.

maximum distance? Are there instances where a dedicated room is required?

I realize many jurisdictions might have their own amendments and/or 
interpretations, but I'm just wondering from a national code standpoint what 
the driving factors are.

Great questions.

This originated in the 2015 IFC/IBC. IFC 901.4.6 and IBC 901.8.
The section was expanded in the 2018 IFC/IBC. 901.4.6 IFC and IBC 902.1

"Riser room" is an undefined term.

The definition sections of the codes say to use "ordinary accepted meaning" and 
Merriam Webster's Collegiate Dictionary, 11th Edition for undefined terms.

Is high rise stair with combined standpipes a "riser room"?
Anytime there's a control valve? Flow switch? What's the trigger here?

Code development is arduous. This appears to be an attempt to get something 
into the code.

I'd be eager to hear if anyone has firsthand knowledge. I've tried researching 
back to the original public or committee comment for more info, but it's very 
hard with the ICC.
