There use to be a spec density in the UBC standards Volume 3 which was a
Ordinary hazard II/ 3000 for undetermined use.

Naturally any of these are simply a starting point for either the discussion
with the AHJ or the support for the qualification you'd put in your
proposal.
Approved means accepted by the (local?) AHJ.
Or we can do what many of us have done for years- it's an empty building, OH
1 should cover it.

There are some city level amendments in the KC are also. The one I see most 
frequently is Class 3 commodity to 20' on single/double racks (wood pallets)

II as the absolute minimum density for any building of unknown use.   In
San Diego (and many other parts of the state, for that matter) taller
buildings designated for high-piled storage have been protected through
ordinance and policy by systems ranging from .45/3000 to .60/2000.
ESFR in a spec' building isn't unheard of, but a more common practice is
to make a building ESFR-ready, then install spray sprinklers and
deliver a .60/2000 or something similar.   But those are generally
demands from the private sector, and not driven by public policy.

Keep in mind that there are code benefits to ESFR, particularly the
alleviation of smoke/heat vent requirements, so if a building is being
considered that has a high likelihood of benefitting from ESFR down the
road, there will also be savings in the first costs of construction and
lingering benefits to the owner in terms of leasablity and a wider
range of tenants who can move in at lower cost to all parties.

In City of San Diego, we protect any commercial shell buildings
(including Office buildings as we have a lot of biotech and RD in
office parks) with OH2 and S2 warehouse shells with .45/3000.

I always include a prominent note on the drawing 
stating that the occupancy of this building is 
not to exceed whatever the density is. A separate 
letter to the GC and/or owner may likewise be 
appropriate. Could be a potential liability issue if not well documented.
