Naturally any of these are simply a starting point for either the discussion with the AHJ or the support for the qualification you'd put in your proposal. Approved means accepted by the (local?) AHJ. In City of San Diego, we protect any commercial shell buildings (including Office buildings as we have a lot of biotech and RD in office parks) with OH2 and S2 warehouse shells with .45/3000. I always include a prominent note on the drawing stating that the occupancy of this building is not to exceed whatever the density is. A separate letter to the GC and/or owner may likewise be appropriate. Could be a potential liability issue if not well documented. In San Diego (and many other parts of the state, for that matter) taller buildings designated for high-piled storage have been protected through ordinance and policy by systems ranging from .45/3000 to .60/2000. ESFR in a spec' building isn't unheard of, but a more common practice is to make a building ESFR-ready, then install spray sprinklers and deliver a .60/2000 or something similar. But those are generally demands from the private sector, and not driven by public policy.
