this is a driver issue so you'd need to get specifics from the driver you're 
using, such as mysqlclient or pymysql. 

per https://dev.mysql.com/doc/c-api/8.0/en/c-api-encrypted-connections.html it 
looks like "TLS_VERSION"

create_engine("mysql+mysqldb://...?ssl=true", connect_args={"ssl": 
{"tls_version": "1.2"}})

Many users with similar experiences ultimately traced the issue to an 
outdated database driver.

I would try updating your driver.  If that does not work, please share the 
driver + version, and your connection string / code.
