[sqlite] Changes to closed tickets.

General question:  

If I append a report to a closed ticket, will developers look at it, or
should I open a new ticket?

For example:

Ticket #3802 was closed with "Unable to reproduce this problem"

I've added new information to allow the developers to reproduce.  Will
it be looked at, or should I resubmit the ticket.
