Running LMS v7.9 here on Windows 10 Pro, build 1511 (I have enabled the
ability to defer any major updates). Using windows Defender.

Not yet. But did you try a simple restart? Check firewall settings. And 
take a peek at server.log.

the relatively new Anniversary edition and all updates.  I wanted to
install the Triode Spotify plugin.  Third party plugins are not showing
on the server settings plugin page and the Extension Downloader plugin
is greyed out with the caption "Plugin failed to load".

Do forum members have any ideas how I might fix this?
