Automatic scans happen with Online Music Library Integration (OMLI) ... and I see you have Spotty. There is a configuration item at the top of the settings page for OMLI plugin to control that. However, I that scan is not supposed to lock things up while running. The only things I'm aware of on rescans is in Settings -> Performance there's a setting for scan if you change some LMS settings and also the Rescan Music Library plugin. Outside of those two I don't have any idea.
