Did you see Diladele Win64 Squid by your own eyes? If yes, you
understand me.

However, I suggests (only, because of I'm not seen squid.conf), that the
real problem is here:

helperOpenServers: Starting 1/8 'ssl_crtd' processes

It seems at so few ssl_crtd helper processes.
