The mother of all webrtc-to-sip gateways for Kamailio is probably this
project: https://github.com/havfo/WEBRTC-to-SIP

It has all the elements to get you started playing in the sandbox very
quickly.

creating a new INVITE from a REFERed call is usually the job of a B2BUA. 
Kamailio is no B2BUA. Why you are not using one of the B2BUA already available 
in your architecture for this task?
