It seems to me that the Validator plugin should be using the same mechanism
as ActionServlet. However, someone more class loader savvy than I am (e.g.
Craig :) may want to weigh in on this.

Are there any problems with the Digester instance created in 
ValidatorResourcesInitializer.initialise() using 
'setUseContextClassLoader(true);'? This solves a problem with finding classes 
when Tomcat 4.1 is used an embedded container (eg with JBoss), and mirrors the 
behavior of the ActionServlet.
