I'm guessing that what you really want is to be able to do either a) some reverse engineering/documentation or b) a site map type function
because navigation in a Struts app is absolutely based on action mapping and tiles config. That said (and without a clearer question), I will give some very bland advice... Both struts-config and tiles-defs end in ".xml" and reference a DTD. So it is quite easy to parse them and store the content in memory. After all, that's what Struts does! What you do from there is up to you and your intended goal.
