Methods that may fix this next time;

- move the message from spam to inbox,

- add the person to your contacts,

- send them a message.

There are also other ways specific to each mail service provider, as
the systems are driven by heuristics that are often not revealed due
to competitive pressure.

There was a cull last year.

It was said to be needed yearly ...

... but I'm not sure if the board decided that or if it was a
suggestion via a Wiki edit which I ended up copying into the
governance committees page during a cleanup.

I'll ask that the board decide again, just to be certain.

Membership and elections committee are delegated already; you can ask
a few questions or do a questionnaire, and then report to the mailing
list and the board.

Nothing stopping any other member from asking the members they know,
it's just that the full member list of e-mail addresses is kept by the
board to protect members against misuse of their address.

I think the most likely reason for not voting was "no time"; more
important things to do, and leaving it to the rest of us to decide.
