[freenet-support] Freenet 0.7 build 853

Freenet 0.7 build 853 is now available. This is a fairly experimental
build; it includes major changes to the bandwidth limiting code,
including the addition of "soft" limits based on the expected bytes to
be used by a request. It includes an input bandwidth limit setting
(which is purely soft i.e. not very accurate). It should prevent nodes
from sending a flood of requests on startup. Please upgrade, and please
give your feedback on any bugs or performance problems you encounter.
Thank you for participating in the freenet alpha test. The new build
should be available through the auto-update in the next half hour.
