Is the backoff related to the 100% / very high cpu usage that some
people are reporting? Do they go together?

The usual nodes seem to be reconnecting.
In the last couple of  days, I'm up to 3-4  nodes connected (with 4-8 backed
off) which seems better. I haven't changed anything here, so maybe someone
else could have given their nodes more bandwidth?

Many of the simulations showed that throttling without backoff was
superior to throttling with backoff. Backoff is intended to prevent
throttling from throttling the whole network down to nothing because of
a small number of very slow nodes causing lots of failures when too many
requests are routed to them.

 What is your input and output rate? 1011 runs fine for me, the node
 finally uses the allowed output capacity:
