The "mysterious Welcome message" you mention is probably chrome://messenger/content/start.xhtml which you can select in Edit->Preferences->Mail&Newsgroups at the Mail Start Page. It does indeed look like it. At least the header with the blue waves does. I can't remember the content, but it looks like the right format. I'll see what shows the next time I start up SM and select to open email folders in new tabs.
