Just a guess. I have a file with the name downloads.sqlite in my
profile, which *might* be the one you are looking for. Don't forget to
close SM before experimenting.

I recovered downloads.sqlite from backup and it seems to have worked.
Of course I lost the newest several entries since my last backup.
Too bad that the sqlite file is not human readable, so I don't know
how to repair the one I damaged.
