I think the Prefs setting is a fallback charset used when the page doesn't 
specify one. So if the page sets encoding to something else, you may be 
out of luck.


But in SM2 I find in about:config:
intl.accept_charsets
You may try to set it to utf-8 only if it exists in SM1.1.18 also.

Does anyone know why the user settings are ignored?

I‘ve tried restarting, rebooting, etc. Doesn’t seem to help.
