I just opened that page with no problem.  Maybe the server is responding to 
one of your settings, or maybe it was temporary?

You could try fiddling with the OCSP preferences in SeaMonkey 
(Privacy & Security -> Certificates) to see if any of the settings let 
you get past this.

Works on 2.53.1.

Your version is old (November 2017), the last one is the 2.49.5.

That's not a reason  (works now)

Lee, do you need to be using SSL?? If not, try de-selecting it at 
Edit-MailNewsgroup Account Settings, select Server Settings for your 
mail account and de-select Use secure authentication.

I think so?  It's a server with a web interface using a non-standard
port that I get to with
https://servername:port/

Probably not surprising - Firefox reports the same error:
SSL peer reports incorrect Message Authentication Code.
(Error code: ssl_error_bad_mac_alert)

I'm not sure what changed between yesterday  today, but IE now says

The security certificate presented by this website was not issued by a
trusted certificate authority.
The security certificate presented by this website was issued for a
different website's address.

but it still allows me to connect to the server.
