He has not listened to or heard a single thing over the past six years.

So who are the real environmentalists relative to the subject of fracking? Is 
it those that favor the world's dirtiest source of energy — coal? Or is it 
those who want to reduce coal as a source of energy in favor of production by a 
method with at least 50 percent less greenhouse gases and over 90 percent less 
of other deadly pollutants?

In the first group are pseudo-environmentalists who, by opposing fracking, are 
in effect advocating the continued use of coal. They talk about solar and wind, 
but the reality is that significant energy from these clean sources may be 
decades away — conversion to gas can be done relatively quickly.

They talk about safety problems relating to fracking, but over 1.2 million 
fracked wells have been drilled in the U.S. with only minor problems, as 
witnessed by the fact that over 30 states and the federal government have 
backed fracking.

There will be some safety problems with all forms of energy generation 
(including wind and solar) and experience has shown that proper regulations 
have resulted in few problems with fracking. Also, there is potential in newer, 
safer nuclear technology, but it will be at least a decade or two at best until 
that could become a reality.

So the production of natural gas from fracking should become an environmentally 
sound bridge to a time when even cleaner alternative technologies can be put 
into place. And that is happening all across the U.S. However, two states have 
banned fracking — New York and Vermont.

Aside from the environmental benefits of fracking noted above, there are major 
economic reason for New York to allow fracking. The experiences of other states 
have shown significant economic improvement in areas in and around fracking. 
(The subject is academic relative to Vermont, since it has no potential for 
fracking.)

In New York, the economically distressed Southern Tier has been identified as 
having enormous reserves of fracked gas. With proper regulation, there is no 
good reason for our governor to have not allowed at least that area to frack. 
And the experience of other states would allow New York to invoke appropriate 
regulations. (Note that New York had already developed a comprehensive set of 
regulations that could be updated to reflect the latest best practices.)

So let's get our heads out of the sand and let the governor know that he has 
erred and should correct his mistake.

After nearly two years of delay, proposals released on Friday by the Cayuga
Power Plant and NYSEG confirm what Ratepayers and Community Intervenors
have said to Governor Cuomo and the Public Service Commission over and
over: Converting the Cayuga Power Plant from coal-to-gas is too expensive
for the public--with a price tag of approximately $145 million. What’s
more, the conversion represents a bailout of uneconomic fossil fuel
infrastructure when upgrades to grid energy efficiency can meet the same
energy needs for a fraction of the cost.


Tomorrow, Ratepayers and Community Intervenors will hold a press conference
to let Governor Cuomo and the Public Service Commission know that we oppose
converting the Cayuga Power Plant from coal to natural gas and instead
support less expensive transmission line upgrades that support the
development of a 21st century clean energy grid.


At the press conference, Ratepayer and Community Intervenors will be joined
by local elected officials from four Tompkins County municipalities that
have passed resolutions opposing the coal-to-gas conversion, including the
Town of Ithaca, the Town of Dryden, the Town of Caroline and the Town of
Ulysses.

 The city plans a public information session at 5 p.m. Tuesday for
 requested tax incentives for the Hilton Canopy Hotel proposed for 320-324
 E. State-Martin Luther King Jr. St.

 Applicant Neil Patel is seeking tax abatements under the city’s Community
 Investment Incentive Tax Abatement Program for the hotel, which is proposed
 for the block immediately east of the Commons, on about a half-acre of land
 now mostly used for parking. It’s the site of the former Strand Theater.

 The hearing is in the second-floor conference room of City Hall, 108 E.
 Green St.

 The CIITAP program is designed to promote dense development in the
 central-business core. Projects meeting certain size and value minimums can
 get reductions in city, county and Ithaca City School District property
 taxes from what would be paid based on the increase in value of the
 property from being developed. The abatement is 90 percent in the first
 year then decreases evenly over seven years until the full tax bill is paid.

 If certified as eligible by the city, the project would go before the
 Tompkins County Industrial Development Agency before the abatements take
 effect.

 The program has been criticized as allowing developers to get out of
 paying as much taxes as they would otherwise without any guarantees of
 benefits such as living-wage jobs or using local contractors. Advocates say
 the program is needed to encourage development downtown, which is more
 costly because of more complicated construction and high land prices, and
 helps build the tax base and reduce sprawl. City officials, including Mayor
 Svante Myrick, have called for reforming the program perhaps to better
 define minimum benefits.

 The hotel would be branded a Canopy under the Hilton Hotels company. It
 would have seven stories, 123 guest rooms, a cafe and bar, meeting rooms,
 2,000 square feet of retail space and about 74,500 square feet. The value
 of the land is $2.4 million and construction worth an estimated $11.5
 million, according to the application. Construction is expected to take
 about a year.
