Where did you get this information from ? Sunrise definitely supports
customer-settable communities to alter local pref.

this will not help, as L3 sets higher local preference for the prefixes from 
its customers.

The guys at Sunrise are already working on this, don't worry :)

Did you tried to mark your routes with the L3-communities for
local-pref? There is a good chance your transit-providers will leave
them on your route and thus make you able to influence your routing
within L3.

This whole section clearly needs to be updated.
However, Sunrise BGP customers can always request the current community
listing / supported options through their contacts at Sunrise.
