The description of repo on GitHub says “Mirror of git:// anongit.freedesktop.org/systemd/systemd”. That is, it's a mirror. I think it is synchronized after successful jenkins runs, so it is always buildable and unit tests pass. I misread the two trees as the authenticated and anonymous git on freedesktop.org for some reason. They were out of sync because CI broke. It should never be more than 30 minutes behind unless master is broken on freedesktop.org.
