I'd tend to agree with Walt - the only time you see "non-integral" false 
starts is on live broadcasrs, i.e. adidas meet last week. Which brings up the 
question (at least for that meet): they showed several (my recollection is at 
least 3) FS in the 100, and as a result didn't have time to show any of  the 
women's 5,000, which from the results looked like one of the best races, or 
at least best finishes, of the meet.
Given that other events (i.e. field) were shown on tape, why take the chance 
on burning precious minutes on the 100, when it could be shown just as 
effectively, and far more efficiently, with a minor delay?
