[Tagging] Feature Proposal - Voting - toilets, toilets:disposal, pitlatrine, cleanup

As issues seem relatively resolved, I'm opening for vote:

Thank you to all who helped craft the details on the proposal through comments.

My primary goal here, by the way, is to get mapping of types into good
enough shape, that pit and flush toilets will be distingishable on
mapnik.  It took a bit more cleanup though to get to a proposal that
hangs together.  I've used the new tagging a bit and it seems OK.

There are various abandoned proposals on the same lines, I hope to
have incorporated them all (for example

The Oxford English Dictionary has broad-leaved as the headword, with 
broad-leafed as a variant form. The latest edition of the Shorter Oxford 
English Dictionary has only broadleaved (no hyphen). So neither is 
incorrect, but there is a distinct preference for the -ved form, and 
modern usage is to treat it as a single word, broadleaved.
