Possibility to 'introduce' a Key:access=restricted 
 ... with 
description ; /*traffic only open for mentioned*=yes*/ .


Could be a simple 'replacement' for several others, like i.e. ;

access=restricted + agricultural=yes (because ;"Only for agricultural 
traffic")


and access=restricted + forestry=yes (because; "Only for forestry 
traffic.")


and access=restricted + delivery=yes (because; "Only when delivering to 
the element")


and so on ...

Because there is some 'confusing' for several 'cases' ->

The definition of 'Pier' on wikipedia is in my opinion not exactly 
correct. A pier is (usually) 'a long stretched construction on the 
ground or in a body of water', sometimes floating on water, sometimes on 
pillars,sometimes as a building on an airport,sometimes made of rocks as 
dam. But can also be a name of a person or a column designed to support 
concentrated load , etc . ->

I have a topic started at Belgium forum about tagging waterways, and

Also, me thinks ; 'keep it simple' ... meaning ; all things, and also 
waterways can have a wikidata-code-number -> 
https://www.wikidata.org/wiki/Wikidata:Main_Page


which links to wikipedia (and other links), and there, on wikipedia can 
one find/define then a broad description of that waterway(or other 
'thing') .


Also, we, on OSM , have often to choose between ;

'very small' waterway = *ditch* (or some tag it as 'drain' ) *width < 1 
meter *


'small waterway' = *stream  width 1 - 3 meter*

'big(ger) waterway = *river  width > 3 meter*

that's my thinking about ->

the commonly accepted rule for OpenStreetMap is that a stream can be 
jumped across by an active, able-bodied person
