[Tagging] Changes to clarify the Hazards proposal during the vote

Hello,

I recently received late feedback on the hazards proposal.  Based on the
feedback, I felt it was necessary to make small changes to this proposal.
I believe these changes are sufficiently minor that they do not invalidate
the voting which has occurred so far.  Since this proposal has begun voting
as of two days ago, I want to ensure that this change is made with full
transparency.  If anyone feels that these changes require a reset of
voting, or an extension of the voting period, I will do so upon request.

The changes are as follows:

1. Clarify that "bump" and "dip" hazards may apply to both artificial and
naturally-occuring dips.  This ensures that the definition of these two
tags are consistent with how those signs are actually used in the real
world, and also ensures that the definitions are consistent with the signs
shown in the sample images.  In addition, a sentence was added to
specifically clarify that this tag should not be applied to traffic control
devices, which have their own tagging.

2. Clarify that it is acceptable to tag both a hazard sign as well as a
hazard itself.  While both of these usages were listed as individually
acceptable, the proposal was silent on whether both approaches might be
used in tandem.
