If the term in question is normally written as two or more words, connected by 
hyphens, then hyphens should be used. If the term is normally written as two or 
more words, separated by spaces, then the spaces should be replaced by 
underscores. Replacing a hyphen by an underscore changes the meaning.

The problem is not to have a preference between underscore and hypen
but to know if our English colleagues can agree on the separator space
or hyphen.

this is a language question. When the word is cable-stayed (one composite word) 
the tag is also cable-stayed, while for tags made up of 2 distinct words like 
"foo bar" the space gets replaced by an underscore: foo_bar because formal 
values (finite lists of predefined values) must not contain spaces.

Another variant is the colon used to create subtags like in 
historic:civilization

Based on previous discussion in past there is no real preference to using
underscores versus hyphens.

Hi,

another mapper metnioned to me that it is unusual to have
attribute values with a minus, like
  bridge:structure=cable-stayed

On the other hand, it is an apporved proposal - what are the 
opinions on that?
