I would say they are not normally standalone objects but part of
something else. For example I expect most pubs to have a dartboard,
dominoes and you can play cards anywhere you have a table. Some will
also have a pool table, but they have mostly gone out of fashion.

Standalone pool and snooker clubs certainly exist, would probably add
some sort of sub tag to a social club.

I would tend to think this is more for video game/pinball arcades.
Perhaps there should be some additional tags to indicate exactly what
kind of games are available?

There might be a case for tagging with club=sport + 
sport=[darts/billiards/etc.]. The wiki also lists club=card_games as a 
possibility. Whether or not these places seem like "clubs" to you, 
you'll have to decide for yourself! J
