That one is, yes, & Martin's historic tag would definitely apply there, but
(all?) the ones in the OP date from ~1700s onwards with two being WW1 & WW2

as long as you find a suitable value ;-)

In general the civilization tags aim more at older sites while for more recent 
features, start_date may be more appropriate.
