I would doubt this. Maybe somewhere, in Europe it is very unlikely, also 
because the expiry date is for things stored in appropriate conditions, which 
you never know for something from the trash. I’m for moving drugs to “waste”, 
the recycling tags should be reserved for recycling related features.

It might be that drugs that haven't reached their expiration date are
sorted out and recycled, but i don't think that expired drugs get
recycled as they likely get ineffective or even dangerous.

I don't think that this is a good idea because (a) waste=* is already
used over 32,000 times (b) values in keys are considered problematical
by many and (c) i don't see a benefit in such a change.

The original post was about disposing of unneeded meds. Throwing meds in
the toilet isn't recommended since it gets into streams and ultimately into
the ocean. And yes I live very close to the ocean.

For the trash/cigarettes combinations, it makes sense.

There are sand-filled receptacles purely for stubbing out cigarettes.  No
other kind of waste
can be deposited there.  There are trash receptacles which have built-in
cigarette stubbers
and/or a separate cigarette receptacle.  And there are ordinary trash
receptacles in which
cigarette disposal is discouraged because a cigarette that hasn't been
fully stubbed out
can ignite the trash (happened a couple of months ago in a trash bin
outside my local
supermarket).

There are different types of “small” waste amenities, waste_basket is the 
smallest and used for those public bins on the street, waste_disposal is 
described as “used for medium sized waste bins, typically for bagged up 
household or industrial waste” and this picture:

Not sure what these medicine collectors look like in your area, here they are 
rather small, and completely closed (you can hardly get things back out due to 
the way the closure works, unless they are too full). Maybe waste_basket would 
be still the best, if we agree differentiation is done mostly by size.
