[Tails-dev] Tor 0.2.2.x package in 0.13

Hi,

I think we need to ship Tor 0.2.2.39 in Tails 0.13,
but apparently weasel only pushes updated packages of 0.2.2.x to
stable-proposed-updates these days, and this has not been done for
0.2.2.38-39 yet. Therefore, I think we should build our own binary
packages from weasel's debian-tor-0.2.2.39-1 Git tag. I can do that.

Thoughts?
