You *could* download an experimental ISO on
https://nightly.tails.boum.org/build_Tails_ISO_feature-stretch/lastSuccessful/archive/build-artifacts/
but 1. it's not been built in a trusted environment; and 2. you won't
get automated updates (only manual ones).

Thanks for the report! Sorry!

I've noticed and fixed this earlier today. It will be fixed in Tails
3.0~beta4, scheduled for April 18.

Meanwhile, manually installing the speech-dispatcher-espeak-ng package
should do the job, but of course this requires logging in and
performing some operations without the screen reader first :/
