Matthew,

Type "cmd" into the Run dialog and press Enter for the command prompt. 
Alternatively, press Windows-X, C to open a standard prompt from anywhere, or 
Windows-X, A to open a prompt with administrative rights.

with windows 10 you can open a context menu on the start button and both the 
standard and administrator command prompt will be there.
